Cloud team added user in the LDIF file to Leidos demo platform.

After that, token activation via the User portal failed because there was more than one policy enabled for initial issuance in the group assignment. Token activation succeeded after only one policy (CORPDEV Trusted User - CIV3) remained enabled for initial issuance.
